NOTIFICATION OF UNUSUAL EVENT DECLARED DUE TO LOSS OF OFFSITE POWER FROM A LIGHTNING STRIKE 

“LaSalle Unit 1 and LaSalle Unit 2 have both experienced an automatic reactor scram, in conjunction with a loss of offsite power. This was caused by an apparent lightning strike in the main 345kV/138kV switchyard during a thunderstorm. 138kV line 0112 has been inspected in the field, and heavy damage has been noted on the insulators on two of the three phases on a line lightning arrestor line side. 

“The plant systems have all responded as expected. All five diesel generators started, and have loaded on to their respective buses as designed. All rods went full in on both units during the respective scrams. HPCS [High Pressure Core Spray] system was started on each unit and automatically aligned for injection for initial level control.” 

The MSIVs [Main Steam Isolation Valves] are shut on both units with decay heat being removed via the safety relief valves. Suppression pool cooling is in progress. 

The licensee will notify the NRC Resident Inspector and has notified the State. 

Notified DHS, FEMA, USDA, HHS, DOE, NICC, EPA, and Nuclear SSA via email.

“In addition to information [previously provided], LaSalle Unit 2 received a high drywell pressure signal [1.77 psig] due to loss of containment cooling from the loss of power. At the time of this high drywell pressure signal, high pressure core spray pump and 2B residual heat removal [RHR] pump was already in operation, the low pressure core spray system and 2A residual heat removal system was secured and [placed] in pull to lock. When the signal was satisfied the ECCS [Emergency Core Cooling Systems] signal was processed but only the 2C RHR pump would have started. In this case, the 2C RHR pump tripped when the signal was received. There is no evidence of reactor coolant leakage. There was no additional ECCS systems discharging into the RCS [Reactor Coolant System]. As [initially stated], level was controlled using High Pressure Core Spray and level control is now being maintained using the Reactor Core Isolation Cooling [RCIC] systems. The 2C RHR pump trip is under investigation. 

“Due to the initial loss of offsite power for both Unit 1 and Unit 2 reported at 1511 [CDT], multiple containment isolation valves isolated and closed as expected. Once initial containment isolations were verified, two Unit 2 primary containment vent and purge valves were opened to vent the Unit 2 containment. Once Unit Two containment pressure reached 1.77 [psig], these two vent valves isolated as expected. 

“Due to the loss of offsite power, the Station Vent Stack Wide Range Gas Monitor (WRGM) and the Standby Gas Treatment Wide Range Gas Monitor (VGWRGM) also lost power. Manual sampling has been implemented and power is restored to the VGWRGM, however the VGWRGM has not been declared operable yet. Normal radiation levels have been reported from the manual sampling. [This is being reported in accordance with 10CFR50.72(b)(3)(xiii).]“ 

The licensee notified the NRC Resident Inspector and the State of Illinois. 

Notified the R3 IRC, NRR EO(Skeen), IRD MOC (Grant).

“After the Unit 2 primary containment vent and purge system isolated on the Unit 2 containment High Pressure signal, Venting of the Unit 1 primary containment was commenced. At 2005 CDT, Unit 1 primary containment pressure reached the Group 2 primary containment isolation system setpoint (1.77 PSIG) causing the primary containment vent and purge valves being used to vent the Unit 1 containment to isolate. Unit 1 primary containment venting was being performed through the Standby Gas Treatment system which is a filtered system. 

“In addition to the primary containment isolation signal on high drywell pressure, an ECCS initiation on high drywell pressure also occurred. The ECCS signal resulted in an auto start of the 1C RHR system. The 1B RHR system was already running in suppression pool cooling mode. 1A RHR and LPCS had been secured to prevent overloading the common diesel generator for division 1. The common diesel generator supplies both Unit 1 and Unit 2 division 1 ESF busses.” 

The licensee informed the NRC Resident Inspector. Notified NRR EO (Skeen), IRD MOC (Grant) and R3IRC (Louden).

Hackers have published what are alleged to be the personal financial records for several politicians and celebrities, including US Vice President Joe Biden, Attorney General Eric Holder and musicians Jay-Z and Beyoncé.

Gossip website TMZ reported on Monday that hackers have leaked sensitive information pertaining to a list of prominent Americans, including celebrities Kim Kardashian, Paris Hilton, Mel Gibson and Ashton Kutcher, as well as public figures Joe Biden, Robert Mueller, Hillary Clinton, Eric Holder and LAPD Chief Charlie Beck, but elected to not share the information with their audience.

“A website — we’re not disclosing the name — has posted social security numbers, mortgage amounts, credit card info, car loans, banking and other info of major celebs,” the website wrote.

RT has learned that the website is Exposed.Su.

The documents, contained on a page titled ‘The Secret Files,’ were made known to RT on Monday afternoon. The page contains simply a link to the figures allegedly hacked, an image of a girl holding her forefinger up to her mouth and a quote from the television program Dexter: “If you believe that God makes miracles, you have to wonder if Satan has a few up his sleeve.”

Among the specific details included in the data dump are the Social Security numbers and alleged home addresses and contact information for most of the figures profiled, as well as credit reports and other financial figures for a select bunch.

For former first lady and Secretary of State Hillary Clinton, hackers have released only her Social Security Number and places of residence. For other targets, though, the information leaked allows for much more of a glimpse into their finances.

According to the documents hosted on Exposed.Su, Hollywood actor Ashton Kutcher was spending $ 981 each month for a car he leased from Chase Auto Finance in 2004. Rapper Jay-Z, real name Sean Carter, has been reported to a collections agency on at least one occasion. As of this month, he also has a HSBC bank account with a balance of $ 816,882 — and a credit line of over five-and-a-half million. The page for his wife, performer Beyoncé Giselle Knowles-Carter, includes the singer’s SSN, a list of homes and a handful of phone numbers, as well as bank transaction information.

RT called one of those numbers listed as Beyoncé to confirm authenticity, but was transferred to two separate operators that claimed that they’ve been receiving a number of calls. That number was discovered as registered to Gelfand, Rennert & Feldman, “a leading full-service business management firm for entertainers, executives and select high net worth individuals.”

The documents, contained on a page titled ‘The Secret Files,’ were made known to RT on Monday afternoon. The page contains simply a link to the figures allegedly hacked, an image of a girl holding her forefinger up to her mouth and a quote from the television program Dexter: “If you believe that God makes miracles, you have to wonder if Satan has a few up his sleeve.”

Among the specific details included in the data dump are the Social Security numbers and alleged home addresses and contact information for most of the figures profiled, as well as credit reports and other financial figures for a select bunch.

For former first lady and Secretary of State Hillary Clinton, hackers have released only her Social Security Number and places of residence. For other targets, though, the information leaked allows for much more of a glimpse into their finances.

According to the documents hosted on Exposed.Su, Hollywood actor Ashton Kutcher was spending $ 981 each month for a car he leased from Chase Auto Finance in 2004. Rapper Jay-Z, real name Sean Carter, has been reported to a collections agency on at least one occasion. As of this month, he also has a HSBC bank account with a balance of $ 816,882 — and a credit line of over five-and-a-half million. The page for his wife, performer Beyoncé Giselle Knowles-Carter, includes the singer’s SSN, a list of homes and a handful of phone numbers, as well as bank transaction information.

RT called one of those numbers listed as Beyoncé to confirm authenticity, but was transferred to two separate operators that claimed that they’ve been receiving a number of calls. That number was discovered as registered to Gelfand, Rennert & Feldman, “a leading full-service business management firm for entertainers, executives and select high net worth individuals.”

Obama Released Bush"s Torture Memos. Why Not Release the Targeted-Killing Memos?

The Obama administration announced Wednesday night it will disclose classified Department of Justice documents explaining the legal justification for the killing of American terror suspects abroad to members of the House and Senate intelligence committees. The decision came in advance of hearings scheduled for Thursday in which the Senate intelligence committee was set to consider the nomination of John Brennan, the White House counterterrorism adviser, to head the Central Intelligence Agency. A bipartisan group of senators and representatives led by Sen. Ron Wyden (D-Ore.) had spent months pressuring the administration to disclose the contents of the memos before the hearings. But while certain members of Congress will get to see the memos, the documents will not be made public. 

Until Wednesday, the members of Congress charged with overseeing United States intelligence community had never actually seen the legal justification for lethal operations that have been taking place over the course of the last four years. Although members of Congress have occasionally made moves toward forcing the administration to disclose that legal rationale, they have always backed down.

Now civil liberties groups want to know why it’s only a few members of Congress, and not the public, who are allowed to see the documents governing how and when Americans can be killed by their own government.

“The United States is not a nation of secret laws, and a memo authorizing the killing of American citizens is too important to keep from the American people,” the American Civil Liberties Union’s Christopher Anders said in a press release Wednesday evening. “Everyone—not just select members of Congress—has a right to know when the government believes it can kill American citizens.”

This isn’t the first time the Obama administration has faced calls for disclosure of controversial Justice Department legal opinions laying out an expansive view of presidential power. Early in his presidency, Obama made the decision to disclose the George W. Bush administration’s internal legal opinions justifying the use of torture against terror suspects. The right howled that Obama was compromising national security, but the president defended his decision in an April 2009 speech to the CIA at the agency’s headquarters in Langley, Virginia. Then, as now, the administration was being sued by civil liberties groups to force disclosure of the documents. Here is an excerpt from that speech:

As I made clear, in releasing the [Justice Department Office of Legal Counsel] memos as a consequence of a court case that was pending and to which it was very difficult for us to mount an effective legal defense. I acted primarily because of the exceptional circumstances that surrounded these memos, particularly the fact that so much of the information was public—had been publicly acknowledged. The covert nature of the information had been compromised…What makes the United States special, and what makes you special, is precisely the fact that we are willing to uphold our values and ideals even when it’s hard—not just when it’s easy; even when we are afraid and under threat—not just when it’s expedient to do so. That’s what makes us different.

The Obama administration, which was losing court fights over the torture memos, has so far succeeded in preventing the courts from compelling the release of the targeted-killing memos. But everything else Obama said about the torture memos—that there are exceptional circumstances (in this case, the deaths of American terror suspects), for example, or that the program is essentially public knowledge—also applies to his targeted-killing memos.

The key difference between the torture memos and the targeted-killing memos is that the torture memos were written during the Bush administration, while the targeted-killing memos were written during Obama’s. Another difference is that because Obama banned torture by executive order, it was highly unlikely that Americans would be affected by the practices the torture memos justified. The same cannot be said for the targeted-killing memos, which are still in force and apply to an ongoing government program.

If releasing the torture memos to the public was justified, it’s very hard to understand why Americans should be kept in the dark about the details of when, how and why their own government can mark them for death. As Wyden said on MSNBC Thursday morning, “Every American has the right to know when their government believes it’s allowed to kill them. I don’t think that, as one person said, is too much to ask.”
