NRA"s School Security Plan Cites Phony Shooting



Is it a good idea to entrust the National Rifle Association with a role in shaping safety policies for schools? There are various reasons for answering that question in the negative (gun industry profits, for example) but a fresh one became evident on Tuesday when the NRA unveiled its plan for securing schools from shooters: Its strategyincludes the use of fake evidence.


The centerpiece of the NRA’s 225-page “Report of the National School Shield Task Force” is putting armed guards in America’s K-12 schools. Deep into the report, a section on securing buildings makes the case for doing away with classroom windows that may be vulnerable to armed attackers. It cites a mass murder from three years ago:


For example, in 2010 a 16-year-old attacker killed six people hiding in a locked classroom in Hastings Middle School in Minnesota by shooting and subsequently stepping through a tempered glass window that ran vertically alongside the classroom door.



Horrifying—except it never happened. Here’s what actually happened in 2010 at Hastings Middle School in Minnesota:


Brandishing a loaded handgun at teachers and students in at least two Hastings Middle School classrooms Monday, an eighth-grade student spread terror but fired no shots before being tackled and subdued by a school police officer.


“It was the closest thing to a school shooting without firing a gun,” said Michael McMenomy, Hastings police chief. “We don’t know whether he didn’t want to shoot or whether the gun jammed.”


Confronting one locked door, the student used the gun to break out a pane of glass, thrust his arm through the opening and unlocked the door. Again he pointed the gun at the class, but fled without shooting.



Fortunately, no one was injured in this frightening yet nonlethal incident. That’s a less useful story for the NRA, though, whose modus operandi is to call for more guns by appealing to fear and fantasy. It’s possible that the episode in question may have been a mix-up; its footnote cites a news story covering both the incident at Hastings Middle School and the massacre at Red Lake Senior High School five years prior, in which a teen assailant killed seven and injured five before committing suicide. But whatever the case, the bad info shows that the NRA is unreliable when it comes to assessing mass gun violence.



The task force that produced the report has the veneer of credibility, as it’s headed up by former Congressman Asa Hutchinson and backed by a handful of former federal law enforcement officials. It contains sensible recommendations about training programs, building design, and preparedness. But it also uses a sleight-of-hand typical of pro-gun activists. The report’s introductory remarks float the idea, for example, that the armed security officer who was on hand at Columbine High School in 1999 helped prevent carnage:


Although the officer engaged in brief gunfire with the two murderers, which likely saved several lives, the officer remained outside the building caring for a wounded student as the killers proceeded inside.



And how do we know that the officer—who failed to stop the two suicidal murderers—”likely saved several lives”? Because, according to the report’s citation, a conservative pundit speculated that’s what happened. (There is no specific evidence to support that conclusion.)


The report also puts gloss on an intervention by an armed educator in an attack at Pearl High School in Mississippi in 1997. “In that instance,” it says, “Luke Woodham killed two students and wounded seven others at his high school before the school’s assistant principal, Joel Myrick, disarmed him using a .45-caliber semi-automatic pistol that he retrieved from his truck.” What it conveniently leaves out is that the assistant principal was also an Army reservist, and that the shooting apparently was already over by the time he acted.

Late last night, just before midnight, a staff member at Quantico military base murdered two other marines and then allegedly turned the gun on himself.


According to CNN:


“A shooting that prompted a lockdown for hours at a Marine base in Virginia ended with three dead early Friday, including the gunman, authorities said. Sgt. Christopher Zahn said they were notified of the shooting at Marine Corps Base Quantico late Thursday…  The lockdown ended early Friday, a few hours after it started,.The suspect was a staff member at the Officer Candidate School, according to Capt Eric Flanagan, a Marine Corps spokesman. The motive is unknown.



Another story at CBS fills in a few more details:


“It began with a shooting around 11 p.m. Thursday that left one dead, said Lt. Agustin Solivan. That shooting lead to a standoff between authorities and the suspect, who was barricaded in barracks at the base. Authorities entered the barracks early Friday and found the suspect dead of a self-inflicted gunshot wound along with a second victim.”


At this time this is the only information that has been released to the media, and other mainstream reports just reiterate the details quoted above.

A police officer in Texas has been terminated from the force after an investigation determined that he violated official policy when he rammed his car into a suspect’s vehicle, cornered him and then fired 41 shots, killing him.

Officer Patrick Tuter shot and killed Michael Vincent Allen on August 12, 2012, but he has only now been fired more than six months later.

He has spent the last half year on administrative leave while the Garland Police Department conducted an investigation that has finally concluded this week.

“Tuter has been fired because he was found in violation of two general orders of our department,” Garland PD spokesperson Joe Harn tells the Dallas Morning News. “He violated our pursuit policy as well as our use of force policy.

The events of last August occurred after Officer Tuter pursued Allen, an unarmed 25-year-old, because he was wanted for running from the police only days earlier.

A high-speed chase ensued, and Tuter followed Allen in his cruiser for around 30 minutes. At that point, Tuter slammed into Allen’s pickup, reached for his gun and fired 41 shots.

Only three of the few dozen bullets entered Allen’s body, but he died nonetheless from gunshot wounds to the back, side and arm.

“I don’t see anybody reacting like that,” the victim’s father, Randy Allen, tells CBS 11 News. “41 shots, I mean, was the other police officers just standing there?”

”I can’t believe somebody didn’t tackle him and say, ‘Stop, that’s enough,’” he says. Speaking to NBC News, he adds that the officer’s use of force wasn’t just excessive. “It was excessive on top of excessive,”he says.

According to the officer’s attorneys, “Tuter did feel in fear for his life and was justified in firing his weapon.”

 The estate of the victim is suing the officer for wrongful-death. Meanwhile, Tuter’s attorneys have been appealing the indefinite suspension that was enacted in August and according to some report will appeal his termination.

In a shocking display of what may be on the horizon, a company that provides realistic shooting targets for the Department of Homeland Security and local law enforcement has produced a line of targets that includes gun wielding pregnant women, children, and the elderly.

The targets are intended to give officers experience in dealing with the need to use deadly force against someone who they usually wouldn’t even consider hurting.

Law Enforcement Targets, Inc, the company who is providing these realistic targets, has seen widespread criticism after multiple original reports went viral across the internet.

In an official response to Reason.com regarding their line of “No Hesitation” shooting targets, the company had this to say:

“The subjects in NMH targets were chosen in order to give officers the experience of dealing with deadly force shooting scenarios with subjects that are not the norm during training.

I found while speaking with officers and trainers in the law enforcement community that there is a hesitation on the part of cops when deadly force is required on subjects with atypical age, frailty or condition (one officer explaining that he enlarged photos of his own kids to use as targets so that he would not be caught off guard with such a drastically new experience while on duty).

This hesitation time may be only seconds but that is not acceptable when officers are losing their lives in these same situations.

The goal of NMH is to break that stereotype on the range, regardless of how slim the chances are of encountering a real life scenario that involves a child, pregnant woman, etc. If that initial hesitation time can be cut down due to range experience, the officer and community are better served.”

DHS Contracts

In the last two years and, more specifically, in the last ten months we have seen the Department of Homeland Security purchase upwards of 2 billion rounds of ammunition which they have, in turn, claimed was for solely for training purposes.

Although it is absurd to believe that billions of rounds of ammo are needed strictly for training, the above shooting targets at least give the American people a look into what homeland security is actually training for, especially when you consider that they have awarded Law Enforcement Targets Inc. with 2 million dollars worth of contracts.

Following concerns that the issue could be linked with Homeland Security’s purchase of around 2 billion bullets over the last year, which many fear is linked to preparations for domestic disorder, it has now emerged that Law Enforcement Training Inc. has racked up contracts worth almost $ 2 million dollars with the DHS over the last three years.

The vast majority of those contracts were for “training aids” and “paperboard,” according to the USASpending.gov website, which lists numerous different contracts each in the region of $ 150,000 and $ 180,000 dollars stretching back to early 2010 and running through to July 2012.

A customer who called Law Enforcement Inc. yesterday told Infowars that the company informed him the targets were, “strictly for Department of Homeland Security and other law enforcement agencies.”

Law Enforcement Request Shooting Targets

Immediately after the original reports on these horrific shooting targets were published, the usual corporate shills and sock puppet attackers went to work claiming that law enforcement would never order these and that this is a conspiracy theory hoax.

Sadly, the facts couldn’t be farther from the truth.

In a call published on YouTube by Blaine Cooper, a representative of the company admitted that law enforcement had requested the targets and then went on to explain them away as if they simply weren’t a big deal.

“Unfortunately our world is made up of people, pregnant or otherwise, that are gun owners not for the right reasons,” adding that the targets were to “train police officers”.

Conclusion: The evidence (and the above report is simply one out of hundreds) has become so overwhelming that it is impossible to ignore the fact that elements of the government are indeed preparing to take on the American people.
